The general feeling was that if you weren't doing anything wrong, you didn't have anything to worry about, and besides you're in the public eye anyway. Town centres are very different in the UK to here; you do the majority of your shopping in the town and not at a mall. CCTV helps track down perpetrators of theft, violence and vandalism in the centres. I've never heard any of my UK friends and family complaining about lack of privacy. It certainly doesn't spy on you in your back garden for example.
